1.) Minimum age for acceptance as a Primary, Secondary and/or Associate member in this motorcycle
club will be 21 years of age for all civilians, GEO employees, CCA employees, County, State, Federal,
Military Correction officers, and Department of Correction employees. As well as all Town, City, County,
State and Federal Law Enforcement Officers associated with the Department of Corrections.
2.) Minimum motorcycle engine size will be 600cc. Any make or model and style is acceptable.
Motorcycle License and insurance is your responsibility and HCMC will not be held liable for your
negligence.
Copies of valid Motorcycle license and insurance must be given to your Chapter President along with your
application for membership. No exceptions.
3.) Primary membership requires full time employment with your Department of Corrections. Traditionally,
prospects for an MC can wait three months before receiving acceptance by the majority members of the
club and receive their patches/colors. In this MC, a prospective member will have to have been employed
with the DOC for six months before applying for membership. Most facilities have a six month probation
period before being accepted as a Correction Officer. This also gives the other MC members ample time
to know and accept you. After six months you have done your time and paid your dues above and beyond
any civilian job. Your first six months on the job is the hardest time in your career in Corrections. If you
can make it six months "Behind the Wall" as a C/O then you can make it as a Hard Chargers Motorcycle
Club member! C/O's with less then 6 months employment and more then 3 months can apply for Associate
membership until they are eligible for Primary membership. Chapter President has finally decision on
acceptance of new member. Primary members will wear the designated Chapter's bottom rocker.
4.) Official positions within this MC to be held by Primary members only. Chapter Presidents decision is
final. Home office must be consulted before decision is made on exceptional Secondary member cases.
4A.) Associate members can hold Road Captain and Sergeant at Arms positions when no other Primary
or Secondary member will voluntarily take the open position. Official position to be filled at the discretion
of the Chapter President only.
5.) Retired DOC employees with 20 years or more of service are eligible for Primary membership. Chapter
President has final decision.
6.) Secondary membership is comprised of any non-correction officer, full-time employees with 6 months
minimum employment with the Department of Corrections, extensions of the DOC or
agencies/departments that work with the DOC and its population on a full-time basis. Examples are
Administration, Medical, Counselors, Religious services, non-correction officer Community Services,
Court personnel, etc. Any of these potential members with less then 6 months and more then 3 months
can apply for Associate membership until they are eligible for Secondary membership. Chapter President
has final decision on acceptance of new member. Secondary members will wear the designated
Chapter's bottom rocker. Home office must be consulted before decision is made on exceptional cases
for a Secondary member to be considered as a Primary member.
7.) Retired and former DOC employees are eligible for Secondary membership. Retired C/O's with more
then 10 years of service, but less then 20 years are eligible for Secondary membership. Former
employees who resigned and are now employed in another line of law enforcement are eligible for
Secondary membership at the Chapter where they were employed. Former DOC employees must have
resigned under honorable conditions to be considered for membership. Chapter Presidents has final
decision.
8.) Any Secondary member with a minimum of three months membership who decides to change their
employment status and become a Full time Correction Officer will automatically have their membership
status changed to Primary member and receive all benefits and privileges associated with Primary
membership. Confirmation is completed by the Chapter President and submitted to Home Office.
9.) Associate membership is comprised of family and friends of the Primary and Secondary members
only. Any Primary member can sponsor and submit the membership application on behalf of four (4)
immediate family members. Any Primary member can submit the membership application for up to four
(4) very close friends. Any Secondary member can submit the membership application for up to two (2)
immediate family members. Any Secondary member can submit the membership application for up to
two (2) very close friends. The Chapter President will introduce the potential Associate member at the
next available meeting where the majority of the members can meet and greet the prospective new
member. This is where the members can ask reasonable and honorable questions of the new prospect.
When prospect is accepted by the majority of HCMC members, the Chapter President will sign his/her
approval on the prospect's membership form and send it into Home Office. Chapter President has final
decision.
Associate members start out with a NOMAD bottom rocker or the designated Chapter's bottom rocker at
the discretion of the Chapter President. If the new Associate member receives a NOMAD bottom rocker,
then their probationary period will be the traditional three (3) months. Chapter President or a designated
Club official will then take a vote among the members to accept (or extend the probationary period) the
probate and allow him/her to wear the designated Chapter's bottom rocker.
10.) Associate member with a minimum of six months membership who decides to change their
employment status and become a Correction Officer will automatically have their membership status
changed to Primary member and receive all benefits and privileges associated with Primary membership.
Confirmation and acceptance is completed by the Chapter President and submitted to Home Office.
10A.) Supporter membership is at the discretion of the Chapter President. This position is created for
those who want to give support to this Motorcycle club. They can fall under the following categories: A.) A
constant companion/rider of a member, B.) A potential, Associate member who is under the age of 21 and
owns a motorcycle, C.) Does not own a motorcycle, but willing to travel on Chapter runs, functions, and/or
events to support their Chapter in a vehicle. Supporter members will not be allowed to wear the LE and
MC patches. Supporter member's bottom rocker will read SUPPORTER.
11.)Membership in other Motorcycle clubs are acceptable as long as the member can prove that this club
is his/her primary club, and the others will not interfere with HCMC runs and functions. Chapter President
has final decision.
12.) All members in any HCMC Chapter must use the chain of command within their specific Chapter. Only
Chapter Presidents will communicate with Home Office when dealing with HCMC Chapter issues.
13.) All members agree to accept that any and all Hard Chargers motorcycle business remains between
the members only. Any and all HCMC business will not be discussed with non-members, other bike clubs,
or the media, without permission from the Chapter President and Home Office. All media inquires will be
directed to the Chapter President. NO EXCEPTIONS!
14.) Patches that members receive from Home Office will be sewn on the back of a black vest or dark
color denim jacket turned into a vest only. Only HCMC authorized patches are allowed on the back of the
vest. On the member's right hand side of the front of the vest will carry the official title the member holds,
ie; Chapter President, Vice President, Road Captain and/or Sergeant at Arms. Below that, member can list
nickname (optional). The rest of the vest can have whatever patch or pin member would like to have sewn
on or clipped on, as long as it is acceptable to the public and their Chapter President.
15.) Wearing of patches/colors at work is highly discouraged. This is a sign to other biker clubs that your
place of employment can be considered as "TERRITORIAL". This can cause undue hardship for any and
all C/O's working "Behind the Wall". Our bottom rocker signifies the area of member's place of
employment and the foundation of member's Chapter. Under no circumstances is it considered
"TERRITORY". C/O's deal with bikers on a daily bases on neutral ground behind the wall. We must
implement the same unwritten rule outside the "WALL" on County, State and Federal property where we
are employed to give due respect to ALL BIKER CLUBS the world over.
16.) Any member of one Chapter who moves to another city, county, or state due to employment with
another DOC can have their membership transferred to the new Chapter upon requesting the change
through the new Chapter President. Former Chapter President must be notified in writing before the
request is made. Chapter Presidents who need to move due to employment will do what they can to
appoint a replacement for their position in that particular Chapter. They will also have the option of
starting a new Chapter at their new place of employment or joining an existing Chapter in that specific
area.
17.) The official HCMC web site (updated 6/22/2009) will be controlled by Home Office only. Chapter
Presidents are encouraged to submit a link to their own web site, MYSPACE and/or FACEBOOK for their
chapter photos, news, newsletters, runs, rallies, etc.
18.) Chapter Presidents are responsible for gaining and accepting new members within his/her Chapter.
The Chapter President has the authority to place a member on probation for a certain time limit if that
member has shown unacceptable behavior. The Chapter President has the authority to cancel a
member's membership due to lack of participation, unacceptable behavior, endangering the welfare of
others, and/or committing a crime. Home Office will not overrule a decision by the Chapter President. Will
be the only one designated by Home Office to address concerns with the public and news media.
Responsible for monthly meetings and sanctioned club runs. Chapter Presidents are allowed to enhance
the HCMC by-laws for his/her Chapter to benefit its Chapter in order to gain new members due to
geography of established Chapter. Chapter President is the only one allowed to grant Official Positions
within his/her Chapter.
Chapter President will have his/her choice in the beginning to pick the name of his/her new designated
Chapter.
Their choice on using State, City and/or County names is based on where their facility is located. But once
the choice has been made, it should not be changed. Additional Chapters in the same State, using the
same State, City or County name will have a roman number designation added to the back of the vest.
All Correction officers, one time or another have had to work in the so-called "gray area" in order to make
things work correctly in their unit, pod, etc. Chapter Presidents have that same privilege to continue using
that "gray area" in managing, scheduling and gaining new members in their respected Chapters.
19.) Chapter meetings will be arranged and conducted by the Chapter President or a designated official
of that particular Chapter. All Chapter meetings will be scheduled a minimum of one month in advance to
give all members and potential members a chance to schedule and attend the required meeting. Chapter
Presidents will take into account that all law enforcement personnel work three different shifts and not all
members will be able to make the meetings. Chapter Presidents will also take into account vacations,
forced overtime, emergency situations at work and at home as well as important family matters that
spring up at the last minute. Chapter Presidents or a designated official will make sure that all members
who could not attend be informed either verbally or in writing the minutes of the meetings when time
permits. Chapter meetings are governed by their Chapter President and not Home Office. It is the Chapter
President's choice to have them separate or during a run/gathering. Whatever works best for his/her
schedule and Chapter members.
20.) Vice Presidents are appointed by the Chapter President. They are considered second in command
and will take over the Chapter President's duties in his/her absence. They will over-see all duties of Road
Captain and Sergeant at Arms and assist them when it is needed and necessary. All Chapter members
will conduct their club business through the Vice President of their Chapter and not the Chapter
President. Only the Vice President can go directly to the Chapter President on specific member issues
and direct concerns within that Chapter. Vice President is also responsible for any additional duties that
the Chapter President authorizes him/her to perform.
21.) Road Captains are appointed by the Chapter President. Responsible for all the planning associated
with sanctioned runs involving the club members. Responsible for assimilating all information required
and needed for his/her club run. Will lead the club's members on all club runs. Road Captain will work
directly for and with the Vice President in discussing any thing associated with club runs and its logistics.
Will work directly with the Sergeant at Arms in discussing security and safety issues. Will assist the
Sergeant at Arms if requested by him/her in handling any potential problems with members or civilians on
runs, functions and club events.
Assistant Road Captains can be appointed by the designated Road Captain to assist him/her in runs.
Depending on the Chapter's membership, these Assistant Road Captains can be temporary (for that
particular run) or permanent positions. Chapter President via the Vice President must be notified in
writing by the Road Captain requesting the new permanent positions and his/her member choices.
Chapter President, upon approval will notify Home Office of the new official positions, and patches needed.
22.) Sergeant at Arms are appointed by the Chapter President to assist with the professional, public
appearance and behavior of the Chapter members while on a run, function or club event. They also assist
with keeping order of all members while at meetings. Sergeant at Arm's will concentrate on the members
personal appearance and the "behavior" of members while dealing with the public and other members on
a HCMC run, function or club event. Are responsible in keeping order among the members on a run,
function or club event. Responsible for the safety and security of the Chapter's members. Sergeant at
Arms is the designated one to retrieve any and all patches from members who resign or who's
membership is cancelled. He/she will work directly with the Road Captain in discussing any potential
problems with members or civilians on runs, functions and club events. Road Captain will assist the
Sergeant at Arms if requested by him/her in handling any potential problems with members or civilians on
runs, functions and club events. Sergeant at Arms will pay particular attention to the safety and security
of all Official position holders while on a run, function or club event.
23.) Life time members after five years of honorable membership with HCMC. Only Primary and
Secondary members can become a life time member with HCMC. Life time members will receive a
special patch for their vest.
24.) Any member who wishes to resign (updated 6/22/2009) must submit their resignation to their Chapter
president and/or Home office. Chapter President and/or Home Office must receive their resignation in
writing to receive a possible partial refund. Patches must be returned in good condition in order to receive
partial refund. Partial refunds are not guaranteed and any member who wishes to resign after the first
thirty days is not eligible for a partial refund. However, member is still obligated and agrees to return all
patches in good condition to the Chapter President or Home Office. Resignations can be given without a
reason stated.
